From ice cream tycoon to the governor's mansion
In short: Doug Ducey’s path to power was paved with frozen treats. Before navigating state budgets and semiconductor deals, he transformed a single ice cream shop into a global franchise. His transition from corporate CEO to Arizona's 23rd governor offers a unique study in scaling brands—and governing them.
Ducey’s private sector success centered on the rapid expansion of Cold Stone Creamery. From 1995 until 2007, he acted as CEO, managing the company's evolution from one shop into an international name featuring over 1,400 sites throughout 10 nations plus the USA. This period established his reputation for scaling operations before he moved into public service as Arizona State Treasurer in 2011. Before his time at Cold Stone Creamery, he built a foundation in sales and marketing management at Procter & Gamble.
His tenure as Governor of Arizona (2015–2023) was marked by aggressive deregulation and economic policy. He enacted the nation's lowest flat income tax, removed or improved over 3,365 regulations, and eliminated burdensome occupational licensing requirements. His administration also secured a planned $12 billion advanced semiconductor facility in Phoenix from Taiwan Semiconductor Manufacturing Company. He also established universal school choice as part of his education initiatives.
Beyond economics, Ducey influenced education and institutional integrity. He introduced a first-in-the-nation requirement for high school students to pass a civics test before graduation and established Empowerment Scholarship Accounts. During 2021 and 2022, he occupied the position of Chairman of the Republican Governors Association, making him the first governor to hold this seat twice since Ronald Reagan. In 2020, he worked alongside other state officials to certify the results of the election, upholding the rule of law.
Ducey's career reflects a shift from corporate leadership to institutional management. After leaving Cold Stone Creamery following accusations of franchise mismanagement after its sale in 2007, he pivoted to investment and state-level governance. He now serves as CEO of Citizens for Free Enterprise, continuing his focus on economic freedom. Prior to becoming treasurer, he served as a lead investor and board chairman for iMemories, a company that digitized home movies.
