In short: From the discovery of massive gas reserves to a devastating natural disaster, the Free Aceh Movement’s struggle for independence shaped a province. After decades of brutal counter-insurgency and an estimated 15,000 deaths, a surprising combination of tragedy and diplomacy finally brought the conflict to a close.

The Free Aceh Movement (GAM) emerged in December 1976, founded by Hasan di Tiro. Motivated by the discovery of large gas reserves in Lhokseumawe, the group initially targeted local energy infrastructure, including an attack on Mobil engineers in 1977. The movement's history is defined by three distinct cycles of resurgence. The first era lasted from 1976 until 1979, when the group was nearly dismantled by Indonesian forces, forcing leaders like di Tiro into exile in Malaysia.

The second rise occurred between 1989 and the early 1990s, fueled by training and financial support from Iran and Libya. This period saw the Indonesian government declare Aceh a 'special military operations' area. The resulting crackdown, known as DOM, involved widespread human rights abuses, including the burning of villages and the kidnapping of families; Amnesty International described the military's 'shock therapy' as responsible for approximately 7,000 abuses.

A third resurgence followed the 1998 fall of President Suharto. As democratic reforms led to a temporary withdrawal of troops, GAM re-established itself through weapons smuggling from Thailand and recruitment driven by stories of military brutality. By 2001–02, security forces in Aceh had grown to 30,000, eventually swelling to 50,000 during a period described as a 'virtual legal vacuum.'

The conflict reached a turning point following the massive tsunami on 28 December 2004. The disaster prompted a unilateral ceasefire by GAM to allow for humanitarian aid. This momentum led to peace talks in Vantaa, Finland, moderated by Martti Ahtisaari. On 15 August 2005, a definitive agreement was signed in Helsinki. The deal included the disarmament of GAM, the withdrawal of non-local troops, and a guarantee that 70% of local natural resource income would remain in Aceh.
