Who truly decides which NFL rookie is the best?
In short: While fans vote for their favorites, the NFL recognizes official honors through the Associated Press. However, a complex web of different organizations, from sports journalists to league executives, has spent decades competing to crown the league's most outstanding newcomers.
The landscape of NFL rookie recognition is far from singular. While the Associated Press (AP) awards are considered the official honors—and have been presented at the NFL Honors since 2011—other organizations have long maintained their own traditions. For instance, the Pro Football Writers of America (PFWA) has issued offensive and defensive awards annually since 196 and, starting in 2013, added an overall rookie of the year category. These winners are determined by the editors and members of the PFWA.
The criteria for selection often vary by the group's perspective. The Sporting News award relies on the input of those on the field and in the front office, including players, coaches, and executives. In contrast, the Pepsi NFL Rookie of the Year is a democratic, fan-driven affair. Since 2002, fans have voted on NFL.com to choose from five finalists, all of whom were previously recognized as Pepsi NFL Rookie of the Week winners.
History shows a shifting structure driven by league mergers and organizational changes. Between 1960 and 1969, both The Sporting News and United Press International (UPI) recognized separate winners for the NFL and the AFL. Following the AFL-NFL merger in 1970, these awards transitioned to recognizing rookies from the NFC and AFC. Similarly, the Newspaper Enterprise Association (NEA) award, founded in 1964 by Murray Olderman, provided separate winners for both conferences from 1971 through 1976, with the exception of 1974. That specific award, which honored winners with the Bert Bell Memorial Trophy, was eventually discontinued after the 1998 season.
