In 1900, China’s regional governors defied the Empress Dowager to prevent a national catastrophe.
In short: When the Qing court declared war on eleven foreign nations during the Boxer Rebellion, powerful Han governors chose disobedience over imperial loyalty. By signing the Mutual Defense Pact of the Southeastern Provinces, these leaders effectively neutralized the decree, protecting their territories from invasion and setting the stage for China's future.
In the summer of 1900, the Qing imperial court, led by Empress Dowager Cixi, declared war on eleven foreign powers, including the United States, Japan, and the German Empire. The decree followed months of rising xenophobic violence by the Boxers, a secret society targeting foreign technology and Chinese Christians. However, key Han governors—including Li Hongzhang, Zhang Zhidong, and Yuan Shikai—viewed the order as a path to total destruction. They conspired to treat the imperial command as a 'false decree,' ensuring the conflict remained confined to the north.
The governors’ defiance was a calculated political maneuver. They negotiated with foreign powers to keep their provinces neutral, promising to suppress the Boxers locally while refusing to send troops to aid the imperial forces in Beijing. Li Hongzhang, who controlled the telegraph service, went further by feeding Western powers exaggerated reports of imperial atrocities to turn international opinion against the court. This unprecedented refusal to obey the Manchu monarchy signaled a massive shift in power, revealing the deep regionalism that had taken root within the empire.
The pact had profound long-term consequences. By successfully maintaining order while the north burned, these regional leaders gained significant military and political autonomy. This shift weakened the central government's authority, leading to failed attempts at recentralization and reform. When the Qing dynasty finally collapsed during the 1911 Revolution, the power vacuum left by these autonomous regional authorities paved the way for the Warlord Era. Yuan Shikai, a central figure in the pact, eventually used his modernized military influence to force the abdication of the Qing court, ending imperial rule forever.
