In short: In 1683, the land that is now Monroe County was part of a county so vast it theoretically extended to the Pacific Ocean. Today, it has traded that continental scale for a global reputation in optical science, becoming a hub for high-tech imaging and international industry.

The geographic evolution of Monroe County is a study in administrative contraction. In the late 17th century, it was swallowed by Albany County, a massive territory that encompassed all of modern-day Vermont and reached westward to the Pacific. Over the next century, this territory was carved into pieces to create Cumberland, Gloucester, and Tryon Counties. Tryon County itself was a sprawling entity that eventually encompassed 37 modern New York counties before being renamed Montgomery County in 1784 to honor General Richard Montgomery.

Monroe County finally took its current shape in 1821, formed from parts of Genesee and Ontario counties. It has since developed a distinct industrial identity. While it was once a hub for traditional manufacturing, the economy has been redirected toward high technology since the 2000s. This shift was driven by the downsizing of established companies and the rise of new startups collaborating with major academic institutions like the University of Rochester and Cornell University.

This academic and private partnership has solidified Rochester's status as the world capital of imaging. The region is a primary center for photographic processing and optical science, supported by specialized programs at the Institute of Optics and the Rochester Institute of Technology. Beyond imaging, the county hosts the world headquarters for international brands like Eastman Kodak and Paychex, while serving as a major regional employer through healthcare giants and the Wegmans grocery chain.
