How Turkey’s 81 provinces evolved from the ashes of the Ottoman Empire
In short: Modern Turkey is divided into 81 provinces, each governed by an appointed official. Yet, this administrative map was not static. Following the 1923 founding of the Republic, the nation underwent decades of constant restructuring, merging, and renaming, as the state sought to define its internal borders and local governance structures.
The administrative architecture of modern Turkey traces its roots to the Ottoman vilayet system. Upon the Republic's establishment on October 29, 1923, the new government began a series of sweeping reforms. By 1925, a significant consolidation occurred when twelve provinces—including Ardahan, Muş, and Üsküdar—were downgraded to districts. This volatility continued throughout the 1930s, marked by the 1933 merger of Mersin and Silifke into İçel, and the 1939 annexation of Hatay, which was integrated as a province.
The mid-20th century saw further shifts in status, often reflecting changing political priorities. Kırşehir, for instance, was demoted to a district in 1953 before having its provincial status restored in 1957. These fluctuations eventually stabilized for a period, with no changes occurring for 32 years after 1957. However, the late 1980s and 1990s triggered a new wave of provincial creation, adding regions like Aksaray, Batman, and Düzce to the map.
Today, these 81 provinces serve as the primary administrative units, each overseen by a governor appointed by the Ministry of the Interior. The legacy of this rapid evolution is still visible in the country's infrastructure. Vehicle license plate codes, for example, initially followed an alphabetical order. Once the system reached Zonguldak, the numbering shifted to reflect the chronological order in which newer provinces were established, creating a unique historical record embedded in the daily transit of the nation.
