Mexico's Second Federal Republic was a volatile era of war, reform, and imperial ambition
In short: Born in 1846 during the Mexican-American War, the Second Federal Republic sought to restore constitutional order. Instead, it faced territorial loss, civil strife, and a series of dictatorships. This turbulent period ultimately paved the way for modern Mexican liberalism, only to be interrupted by a foreign-backed imperial intervention in 1863.
The Second Federal Republic emerged in August 1846 when José Mariano Salas restored the Constitution of 1824, ending the Centralist Republic. This transition occurred amidst the Mexican-American War, a conflict that forced Mexico to cede half its territory by 1848. Despite the war's conclusion, the nation struggled with financial instability, corruption, and internal revolts, such as the 1847 Polkos uprising, which protested government attempts to seize church assets to fund the military.
Political volatility defined the era. After a period of moderate governance under José Joaquín Herrera, a Conservative coup in 1852 brought Antonio López de Santa Anna back to power for his final, increasingly autocratic dictatorship. Santa Anna’s regime, characterized by regal pretensions and the revival of noble orders, was eventually toppled by the Liberal Plan of Ayutla in 1854. This victory inaugurated La Reforma, a transformative movement led by figures like Benito Juárez that prioritized secularizing the state and dismantling the Catholic Church's vast landholdings.
The resulting 1857 Constitution sparked the Reform War, a brutal three-year conflict between Liberals and Conservatives. Although the Liberals triumphed in 1860, the government's decision to pause debt payments provided the Second French Empire with a pretext for invasion. By July 1863, French forces had occupied the capital and established the Second Mexican Empire, effectively terminating the Second Federal Republic. This era remains a critical chapter in Mexican history, marking the definitive rise of Liberal hegemony and the long-term struggle to define the nation's constitutional identity.
