In short: Semion Mogilevich, once dubbed the boss of all bosses by international agencies, allegedly directs a multi-billion-dollar criminal empire. Despite being a former FBI top-ten fugitive accused of everything from contract murders to weapons trafficking, he remains a free man, living in Moscow while global authorities struggle to reach him.

Born in 1946 in Kyiv, Mogilevich began his criminal career by defrauding fellow Soviet Jews who were attempting to emigrate. By the 1980s, he had established himself as a key money-laundering contact for the Solntsevskaya Bratva. His business acumen earned him the nickname 'The Brainy Don,' a reputation bolstered by his ability to infiltrate legitimate financial systems. In 1994, his group gained control of Inkombank, one of Russia's largest private banks, providing a gateway to the global financial system before the bank collapsed in 1998 under money-laundering suspicions.

Mogilevich's reach extended across continents and industries. He was linked to a massive fuel tax fraud scandal in Central Europe, which cost taxpayers an estimated 100 billion CZK, and was involved in a scheme to defraud investors of the Canadian company YBM Magnex International. When the FBI raided YBM's Pennsylvania headquarters in 1998, the company's $1 billion valuation evaporated overnight. His operations were so expansive that they reportedly included plans to dump American toxic waste in the Chernobyl region through payoffs to local decontamination officials.

Despite being placed on the FBI's Ten Most Wanted list in 2009, Mogilevich has consistently evaded justice. He was arrested in Moscow in 2008 for tax evasion but released a year later, with Russian authorities deeming the charges insufficiently grave. The FBI removed him from their list in 2015, citing the lack of an extradition treaty with Russia. Today, he lives freely in Moscow, while the U.S. State Department maintains a $5 million reward for information leading to his arrest. His survival is often attributed to his high-level connections, which have allegedly included ties to prominent government officials and even his former U.S. attorney, the late FBI Director William S. Sessions.
