The activist detained in China's psychiatric system for 13 years
In short: Wang Wanxing was diagnosed with "political monomania" after staging a one-man protest in Tiananmen Square. He spent over a decade in the Ankang system, a network of hospitals where political dissidents are held without judicial review, often facing diagnoses that bypass the standard legal protections of the criminal justice system.
Wang Wanxing, a pro-democracy activist born on 10 October 1949, spent nearly 13 years in Chinese detention centres and psychiatric institutions known as Ankang. His imprisonment commenced during mid-1992, following a solo protest held in Tiananmen Square commemorating the 1989 crackdown's third anniversary. While authorities officially diagnosed him with "paranoia" or "political monomania," Wang and human rights observers describe a system that circumvents judicial review and procedural protections. His detention began after he staged a one-man demonstration to mark the third anniversary of the June 4 crackdown. This specific protest occurred in mid-1992.
The Ankang system was officially established in April 1987 under the responsibility of the Ministry of Public Security. Unlike standard prisons, these hospitals allow for indefinite detention without a court judgment or access to a lawyer. This lack of a defined term makes release significantly more difficult for inmates compared to those in labor camps. According to Human Rights Watch, the Ankang system might have incarcerated upwards of 3,000 political prisoners since the early 1980s. The system was formalised through an official opinion involving the Ministries of Health, Civil Affairs and Public Security. This administrative structure remains under the Ministry of Public Security's control.
Wang's experience highlights a controversial practice where authorities use psychiatric labels to manage dissent. In 1999, after being briefly released, Wang was re-detained in an Ankang hospital specifically because he intended to hold a press conference regarding his psychiatric detention. After his eventual release on 16 August, Wang traveled to Frankfurt, Germany, where he lives in exile. His release was noted as a rare instance of a prominent political prisoner being discharged from such an institution to a Western country. Following his departure from Beijing, he arrived in Frankfurt. His family members have since been granted political asylum in Germany due to his persecution.
