In short: Crown Melbourne is a titan of Australian entertainment, spanning the equivalent of two city blocks. Yet, behind its luxury hotels and high-profile celebrity guests lies a complex history of systemic regulatory failures, illicit money laundering, and a corporate culture that once prioritized revenue over the safety of its patrons.

Opening in 1994 as a temporary setup before its permanent 1997 relocation to the south bank of the Yarra River, Crown Melbourne quickly became a global landmark. Spanning 510,000 m2, it is the largest casino complex in the Southern Hemisphere. The site is a hub of massive scale, housing three major hotels—including the Crown Metropol, reputedly Australia's largest hotel with 658 rooms—and a diverse range of amenities from luxury brands to an electronic games arcade and a 1,500-seat ballroom that hosts premier national awards.

However, the complex's physical scale has been matched by the scale of its legal and ethical controversies. In 2022, the Victorian Gambling and Casino Control Commission (VGCCC) revealed that the casino aided in processing A$164 million in illicit transactions from Chinese gamblers, earning A$32 million in income from these payments. This led to an A$80 million fine. Further investigations uncovered a decade of breaches regarding responsible gambling, such as allowing patrons to gamble for over 24 hours without breaks and failing to stop the use of plastic picks for auto-play on poker machines.

The Royal Commission into the Casino Operator and Licence eventually exposed deep-seated issues, including ties to organized criminal networks and systemic money laundering. The commission found that the operator had prioritized revenue maximization over its obligations to protect patrons from gambling addiction. To enforce legal adherence, the Victorian State Government enacted the Casino and Gambling Legislation Amendment Bill 2021, prohibiting junket activities and designating a Special Manager to supervise every Crown decision and process.
