Why offshore finance centers are evolving rather than facing extinction

Extinction or Evolution: The Future for Offshore Centres - The Hon Anne Craine · 53:53 · Video: Gresham College · Watch at the source

In short: The debate often frames offshore centers as relics of a bygone era. However, these jurisdictions argue that survival is guaranteed through evolution. By repositioning themselves as essential nodes in a globalized economy, they aim to move beyond mere competition to become vital partners of major financial hubs.

In her 2010 Sir Thomas Gresham Docklands Lecture, Anne Craine, the Treasury Minister of the Isle of Man, argues that the survival of 'small International Finance Centres' (small IFCs) is not in doubt. Instead, the critical question is how these jurisdictions will prosper. Craine posits that the future of small IFCs is inextricably linked to the success of major hubs like the City of London. She suggests that these centers serve as a core asset to the UK economy, functioning as spokes around a central hub rather than isolated competitors. The Isle of Man provides a primary case study for this evolution. As a Crown Dependency and not part of the United Kingdom or the European Union, it maintains a unique status. It possesses the world's oldest continuous Parliament and has experienced over 25 years of consecutive economic growth. For instance, figures from 2008-9 showed real growth of 4.7%, driven largely by financial, professional, and scientific services. This growth is predicated on the island's ability to adapt to international standards while maintaining its specific governance. Craine proposes a two-part strategy for the future: small IFCs must fully embrace developed international standards to remain competitive, and they must redefine their relationships with larger centers. In a globalized economy where capital and trade transcend national borders, small IFCs are framed as inevitable and necessary players. The goal is to move from a perception of being 'offshore' to being recognized as functional, standard-compliant components of the global financial architecture.
