Can digital tools heal a polarized society and strengthen democracy?

How digital innovation can fight pandemics and strengthen democracy | Audrey Tang · 49:06 · Video: TED · Watch at the source

In short: In 2014, trust in Taiwan’s government sat at a mere 9%. Today, Audrey Tang explains how digital innovation—from mask-mapping apps to crowdsourcing laws—helped rebuild that trust and transform Taiwan into one of Asia's most democratic and free nations.

Audrey Tang, Taiwan's first digital minister, views digital governance as more than just connecting machines; it is about connecting people with differing ideas to heal social polarization. This philosophy emerged from the 2014 Sunflower Movement, where a three-week occupation of Parliament demonstrated how massive street protests and online engagement could facilitate common understanding and consensus.

To combat disinformation, Tang implemented a "humor over rumor" strategy, using comedy to neutralize falsehoods. During the early 2020 COVID-19 pandemic, Taiwan avoided a shutdown by deploying digital innovations, such as apps designed to map the availability of masks. These tools prioritize transparency, making the state accountable to its citizens through the use of open-source technologies that allow the public to inspect all code and data.

The results of this tech-forward approach are reflected in international indices. Taiwan has become the least polarized nation in its region. According to the Human Freedom Index, it is the most free nation in all of Asia, and the Democracy Index ranks it as the most democratic in Asia. By using pro-social digital tools, Tang aims to give power back to ordinary citizens and foster a radical trust in the people.

This mission involves making government processes transparent, such as archiving and sharing meetings with journalists, lobbyists, and internal officials online. By focusing on collaborative technology and open-source principles, Taiwan seeks to create a democracy that is fast, fair, and even fun.
