How modern governments use technology to put citizens at the center of reform
In short: Public sector innovation is moving beyond simple digitization. From artificial intelligence to cloud computing, a global movement known as GovTech is redesigning how states interact with their people, focusing on transparency, efficiency, and the practical implementation of high-impact digital tools.
GovTech represents a holistic, whole-of-government strategy aimed at modernizing the public sector. Rather than merely digitizing old processes, this approach seeks to create simple and transparent institutions where the citizen remains the primary focus of all reforms. This evolution involves using data and analytics to generate essential insights for policymakers and development partners, alongside the creation of practical tools for practitioners on the ground.
To measure this global progress, the World Bank utilizes the GovTech Maturity Index (GTMI). This index evaluates innovation across 198 different countries, analyzing four critical dimensions: the strength of core government systems, the effectiveness of public service delivery, the quality of digital engagement with citizens, and the presence of essential GovTech enablers. Because technology evolves rapidly, the GTMI is updated every three years to track how nations are advancing.
The ecosystem of innovation is supported by various specialized structures. For instance, the World Bank’s GovTech Innovation Lab acts as an incubator, helping teams prototype new technologies and experiment with potential solutions for complex, enduring challenges through bootcamps and development challenges. Furthermore, specialized working groups focus on technical frontiers like artificial intelligence, mobile government, interoperability, and cloud computing. These groups are co-chaired by pairs of national governments to facilitate technical knowledge sharing.
This movement is also deeply academic and collaborative. In the Fall of 2017, MIT OpenCourseWare featured research by Idoia Ortiz De Artinano Goni, which explored the specific constraints and opportunities inherent in public-focused entrepreneurship and the future of urban technology. This academic rigor complements global networks like the GovTech Global Community, established in 2019, which now includes over 90 members ranging from academic institutions to private sector entities, all working to exchange best practices and explore new synergies.
