Can reaching net zero actually deliver dignity and equality for everyone?

Amina J. Mohammed: A new perspective on the journey to net-zero · 8:33 · Video: TED · Watch at the source

In short: The global race to net zero is often viewed through a narrow lens of carbon math. But what if decarbonization was more than just balancing emissions? UN Deputy Secretary-General Amina J. Mohammed suggests a radical shift: using climate action as a vehicle to drive social opportunity and human dignity.

The technical definition of net zero is straightforward: ensuring total greenhouse gas emissions are equal to the amount removed from the atmosphere. However, the path to achieving this is fraught with legal and logistical complexities. In the United Kingdom, the journey toward a 2050 target has faced significant judicial scrutiny. In July 2022, the High Court ruled the government's initial strategy unlawful, demanding more detail on how carbon budgets would actually be met under the Climate Change Act 2008. The UK's current strategy is the 2025 Carbon Budget and Growth Delivery Plan. This document outlines specific policies to satisfy these carbon budgets.

The legal challenges continued into 2024. In May, a second High Court ruling found the government's revised Carbon Budget Delivery Plan unlawful, specifically regarding its assertion that the plans would successfully meet carbon budgets. This forced a rescheduling of deadlines, with the government eventually required to present a revised plan by October 2025. These setbacks highlight the tension between ambitious climate targets and the concrete policy frameworks required to realize them. The government's current plan aims to achieve Clean Power by 2030. This objective is supported by the Great British Energy Act.

Beyond the legal battles, a broader perspective is emerging. Amina J. Mohammed argues that climate efforts should prioritize the 17 Sustainable Development Goals. This approach seeks to transform the global economy by integrating climate action with the pursuit of equality and opportunity. By aligning decarbonization with human-centric goals, the transition to net zero could serve as a mechanism for broader social transformation rather than just an environmental necessity.
