In short: When the Moro Islamic Liberation Front moved toward autonomy, a hardline faction broke away. Now known as the BIFF, this militant group rejects compromise, threatening to destabilize the southern Philippines by pursuing full independence through armed conflict, potentially derailing the long-standing peace process in the Mindanao region.

The Bangsamoro Islamic Freedom Fighters (BIFF) emerged in December 2010 as a breakaway faction of the Moro Islamic Liberation Front (MILF). Led by Ustadz Ameril Umbra Kato, a Saudi Arabia-trained scholar, the group was formed in response to the MILF's shift from seeking outright independence to pursuing a more pragmatic, negotiated autonomy within the Philippine state. Kato accused the MILF leadership, specifically Al Haj Murad Ebrahim, of betraying the original movement's goals by accepting a self-governing role rather than a sovereign Islamic state.

The conflict is rooted in long-standing grievances in Mindanao, including economic neglect, poverty, and shifts in regional demographics. While the MILF has engaged in Malaysian-sponsored talks to establish the Bangsamoro Judicial Entity, the BIFF remains a significant obstacle. Although Kato claimed to lead 5,000 members, analysts suggest the true number was closer to 300 fighters. The group's arsenal is substantial, featuring M-60 machine guns, .50 caliber heavy weapons, mortars, and improvised explosive devices.

The group's trajectory has been marked by leadership transitions and increasing radicalization. Following a major stroke in 2011, Kato was succeeded by Ustadz Mohammad Ali Tambako. After Kato's death, leadership passed to Ismael Abubakar, who eventually declared an alliance with the Islamic State in August 2015. This evolution from a local separatist movement to an organization aligned with global jihadist ideologies has heightened the complexity of the security landscape in the southern Philippines.
