In short: The Moro Islamic Liberation Front spent decades fighting for independence in the southern Philippines. After years of violent conflict and failed peace deals, the group shifted its strategy, eventually trading its demand for a separate nation for a semi-autonomous substate within the existing Philippine political framework.

The Moro Islamic Liberation Front (MILF) emerged from a 1977 leadership rift within the Moro National Liberation Front (MNLF), which had been established in 1969 to pursue an independent Muslim nation. While the MNLF accepted semi-autonomy in 1976 and again in 1987, the MILF rejected these terms, continuing an insurgency that spanned decades. The conflict was marked by significant violence, including the 2003 Davao Airport bombing and intense clashes in 2005 and 2008 that displaced hundreds of thousands of civilians.

Peace negotiations were frequently derailed by legal and political hurdles. In 2008, the Supreme Court of the Philippines declared the Memorandum of Agreement on Ancestral Domain unconstitutional, ruling that the government had bypassed necessary consultation processes. This collapse triggered renewed violence, with the military deploying 6,000 soldiers to Mindanao. Despite these setbacks, the peace process evolved to include more diverse participation, including the eventual involvement of women negotiators who had been largely excluded from earlier, military-focused talks.

The turning point arrived in 2011, when the MILF formally withdrew its demand for independence, opting instead for a substate model similar to a U.S. state. This shift paved the way for the 2012 framework agreement and the 2014 peace deal, which promised the creation of the Bangsamoro region. Under this arrangement, the MILF gained budgetary autonomy and control over local natural resources in exchange for decommissioning its 30,000 fighters. By 2023, the MILF was actively steering the Bangsamoro Autonomous Region in Muslim Mindanao, marking a transition from armed rebellion to regional governance.
