In short: Bay St. Louis, Mississippi, sits on the Gulf Coast, where nearly half its total area is water. After Hurricane Katrina brought a devastating 30-foot storm tide in 2005, the city underwent a massive transformation, replacing its destroyed bridge and completely overhauling its underground utility infrastructure to ensure future resilience.

Located in southeastern Hancock County, Bay St. Louis is defined by its proximity to the Bay of St. Louis and the Mississippi Sound. The city’s geography is split between 14.7 square miles of land and 11.9 square miles of water. This coastal position has long shaped its history, from early French colonial settlement and the development of a Creole population to its modern status as a city of 9,284 residents.

The city's vulnerability to extreme weather was starkly demonstrated on August 29, 2005. When Hurricane Katrina made landfall near the mouth of the Pearl River, it pushed a 28-foot storm surge onto the coast. Combined with a high tide, the resulting storm tide exceeded 30 feet. While much of the city faced inundation, a ridge along the former route of Highway 90, sitting at a 25-foot elevation, remained above the water. This natural high ground served as a critical buffer during the catastrophe.

In the aftermath, the city embarked on significant reconstruction. The original Bay St. Louis Bridge on US Highway 90, which suffered severe damage, was replaced by a new structure that features a pedestrian bridge and an art walk. Beyond visible landmarks, the city received a federally funded total overhaul of its underground utility infrastructure. Today, the city maintains its cultural identity through its Catholic schools and historical ties, while serving as a hub for the surrounding region, including the Bay St. Louis-Waveland School District.
