In short: Imagine a massive rail artery designed to slash overcrowding across Greater London, connecting nine stations in Surrey to three in Hertfordshire. It was poised to be the capital's fourth major rail project since 2000. Then, in a single move during a global pandemic, it was shelved entirely.

Crossrail 2 (originally known as the Chelsea–Hackney line) was conceived as a hybrid commuter and rapid transit route to alleviate severe overcrowding on existing lines into Central London. The proposal aimed to link the South West Main Line with the West Anglia Main Line via major hubs like Victoria, King's Cross St Pancras, and Tottenham Court Road. In its 2015 iteration, the plan featured a complex network of underground tunnels capable of handling 30 trains per hour in each direction, alongside above-ground sections using existing rails.

Public sentiment for the project was overwhelmingly positive during the 2013 consultation, where 96% of respondents supported or strongly supported the plans. However, local friction existed: residents of Kensington and Chelsea were the primary critics, with nearly 20% opposing the scheme—a rate significantly higher than in any other area. Despite these hurdles, the project faced a massive financial mountain. While some estimates placed the cost between £27 billion and £32 billion (in 2014 prices), Transport for London warned that the full price tag could reach £45 billion by 2017.

The project's fate was sealed on November 1, 2020. To secure £1.8 billion in urgent COVID-19 finance, Transport for London and the UK state decided to postpone Crossrail 2. This ended a long history of planning that dates back to at least 1970. While the Treasury had initially allocated £80 million in 2016 to develop the project's Hybrid Bill, the pandemic-era funding trade-off effectively halted one of the UK's most ambitious infrastructure ambitions.
