From professional basketball player to the architect of a colorful new Tirana
In short: Before leading Albania, Edi Rama was an artist and athlete. His radical approach to urban renewal used vibrant paint to transform decaying Soviet-style blocks, but his long tenure as Prime Minister has sparked a complex debate between economic modernization and democratic backsliding.
Edi Rama’s political ascent is inseparable from his background in the arts. A former professional basketball player for Dinamo Tirana and a member of the national team, Rama also trained as a painter at the Academy of Arts in Tirana. As Mayor of Tirana from 2000 to 2011, he launched a signature initiative in 2004 to repaint degrading Hoxha-era apartment blocks with vibrant colors, a move that earned him the inaugural World Mayor Prize.
Since becoming Prime Minister in 2013, Rama has overseen significant economic shifts. His administration implemented neo-liberal policies, promoting public-private partnerships in sectors like tourism and health. Under his leadership, economic growth accelerated from 0.5% in 2013 to over 4% in 2017. He also oversaw a judicial vetting law in 2016 designed to disqualify corrupt officials, and implemented wage increases, raising the minimum wage from 24,000 ALL in 2017 to 40,000 ALL by 2023.
However, his era is marked by deep contradictions. While the government has modernized infrastructure and reduced unemployment—dropping from 17.5% in 2014 to 11.5% in 2020—critics point to democratic backsliding and an increasingly autocratic style of rule. While Rama is the only Albanian Prime Minister to win four consecutive terms, the country continues to struggle with accelerated emigration and concerns regarding the speed of privatization, which the IMF has noted could expose the nation to fiscal risks.
