How a Monarchist Founded a Liberal Party to Save the Weimar Republic
In short: Founded in 1918 by Gustav Stresemann, the German People's Party (DVP) represented the educated and propertied classes. Despite Stresemann's personal monarchist leanings, he pragmatically steered the party toward supporting the Weimar Republic to avoid civil war, creating a complex legacy of right-liberalism during a volatile era in German history.
The German People’s Party emerged from the remnants of the National Liberal Party following the collapse of the German Empire. Its formation was a direct result of failed negotiations to merge with left-liberal forces into a single democratic party. When unity talks collapsed in November 1918, Stresemann and his allies established the DVP, framing it not as a new entity but as a reorganization of the old National Liberal structure.
Stresemann’s leadership was the defining force of the DVP. Although he remained a monarchist at heart, he recognized that the only alternative to the republic was a destructive civil war. At the 1919 party congress in Jena, he argued that domestic peace required accepting the republican form of government. This pragmatic stance allowed the DVP to participate in almost every government between 1920 and 1931, despite the party's initial rejection of the Weimar Constitution and its vocal criticism of the Treaty of Versailles.
The party’s trajectory was marked by internal contradictions. While it sought to represent the middle class and reform the system from within, it maintained a complicated relationship with the state. During the 1920 Kapp Putsch, the party initially tolerated the attempt to overthrow the government, only pivoting to mediation once the coup's failure became clear. By the late 1920s, the DVP shifted further to the right, struggling to compete with more radical nationalist parties. Its influence waned significantly as its vote share collapsed to barely one percent by 1932, leading to its eventual dissolution in 1933 following the Nazi seizure of power.
