The Ottoman Prime Minister: From Imperial Seal to Constitutional Cabinet
In short: For centuries, the Grand Vizier held the absolute power of attorney for the Sultan. This de facto prime minister wielded the imperial seal and commanded the state's destiny. However, as the empire modernized, the role transformed from a personal deputy into a structured head of a European-style cabinet.
The office of the grand vizier (Vezir-i Azam or Sadr-ı Azam) served as the supreme administrative and military authority of the Ottoman Empire. In the classical period, the holder was removable only by the sultan. They presided over the Imperial Council, meeting in the Kubbealtı ('under-the-dome') of Topkapı Palace. While the title 'vizier' was common in the early beylik phase—beginning with Alaeddin Pasha around 1320–1331—the specific title of 'grand vizier' was instituted to distinguish the sultan's primary seal-holder from other high-ranking officials.
The role underwent significant structural shifts during the 19th century. Following the Tanzimat reforms of 1838 and the subsequent constitutional eras, the office was reorganized to mirror European standards. The grand vizier became the head of a formal Cabinet of ministers. During the first and second constitutional monarchies, the position even expanded to include the role of speaker of the Senate. This era saw a variety of titles used interchangeably, including 'high vizier' (sadr-ı âlî) and 'prime minister' (başnazır).
The final years of the empire were marked by extreme political volatility. In the last decade of the Ottoman state, the office changed hands 13 times among only 12 different men. Some, like Ahmed Izzet Pasha and Salih Hulusi Pasha, served for less than a month. The lineage of the office concluded on November 4, 1922, when Ahmet Tevfik Pasha resigned without a replacement following the abolition of the sultanate.
