The hidden geography of phone numbers and shifting borders
In short: A phone number is more than a sequence of digits; it is a geopolitical artifact. From the collapse of Yugoslavia to the reunification of Germany, international dialing codes track the rise and fall of nations, revealing how technology maps our changing world.
Telephone country codes are governed by the International Telecommunication Union (ITU) under standards E.123 and E.164. These prefixes allow for international direct dialing (IDD) across the public switched telephone network (PSTN). While they seem static, these codes are deeply intertwined with history. East Germany utilized the 37 code prior to merging with West Germany, after which it joined the modern 49 designation.
The evolution of these codes often mirrors geopolitical shifts. The code 38 was assigned to Yugoslavia until the country's breakup in 1991. Similarly, the code 36 was once assigned to Turkey before being moved to 90, while 264 was formerly used for South West Africa before Namibia adopted it. Even small territories have complex histories; the code 599 5 was once Sint Maarten before it was integrated into the North American Numbering Plan (NANP) as 1 (721).
Complexity also arises from shared systems and unique enclaves. The North American Numbering Plan (NANP) uses the common country code 1 for the United States, various Caribbean nations, and Dutch and British Overseas Territories. A notable exception is the Italian enclave of Campione d'Italia, which uses code 41 (91). Because it is fully integrated into the Swiss system, it uses the prefix for the Swiss canton of Ticino. These nuances show that while codes are meant to define borders, they often reflect the reality of shared infrastructure and historical legacy.
