Why your phone number changes shape across borders
In short: A phone number is rarely just a string of digits. It is a geographic and functional map, encoded with rules that vary by country. From trunk prefixes to regional codes, these conventions dictate how we connect, often hiding complex infrastructure behind a simple sequence of numbers.
The International Telecommunication Union (ITU) provides the global framework for these conventions through Recommendation E.123. This standard establishes how national numbering plans should be formatted, using specific symbols to distinguish between different types of communication endpoints. For example, a numeric digit might only be used if it is identical across all numbers in a set, while letters are used to illustrate groups, and 'X' serves as a wildcard for any digit.
National systems often distinguish between landlines, mobiles, and special services. In Morocco, for instance, landlines begin with 05, while mobiles start with 06 or 07. In contrast, China uses a system where landline lengths vary by city size; large metropolises use a format of (0XXX) YYYY YYYY, while smaller areas may have different lengths. China also employs specific codes for toll-free services (800 or 400) and emergency services like 110 for police or 119 for fire.
Geographic coding also reveals local priorities. In Pakistan, the rule of thumb is that smaller cities have longer prefixes, while large cities have only two-digit codes. Japan follows a similar logic where densely populated areas have shorter codes, though these codes generally increase from north to south. These systems are not static; for example, Karachi and Lahore expanded their numbers from seven to eight digits on July 1, 2009, by strategically adding digits based on whether the original number started with a 9.
