From convict nightwatch to modern force: the evolution of New South Wales policing
In short: The New South Wales Police Force began as a ragtag group of convicts patrolling Sydney in 1789. Today, it is Australia's largest law enforcement agency, managing a vast jurisdiction of over 800,000 square kilometres. Its history is a complex narrative of frontier conflict, systemic reform, and evolving identity.
Law enforcement in New South Wales originated in 1788 with the colony's foundation. By August 1789, Governor Arthur Phillip established a nightwatch composed of eight well-behaved convicts to protect the settlement. Policing remained fragmented until 1862, when the Police Regulation Act unified various units under an Inspector General. This centralisation aimed to manage the challenges of an expanding colony, including the threat of bushrangers during the gold rush era. Early frontier policing was often brutal, involving mounted units that suppressed Aboriginal resistance and managed land disputes.
The force's identity has shifted significantly over time. Its motto, Culpam Poena Premit Comes, translates to 'punishment follows closely upon the heels of crime'. While early officers were often unarmed, a violent 1894 incident at the Union Steamship Company Office in Sydney led to a rapid policy change, requiring all officers to carry firearms. The 20th century brought further structural changes, including the first female officers in 1915 and the 1990s Royal Commission, which exposed deep-seated corruption within the ranks, particularly in the Kings Cross detectives' division.
Today, the force operates under the Commissioner of Police, who holds sole authority for appointing constables. The organisation is vast, employing over 20,000 people as of 2025, including administrative staff. Its operations are diverse, ranging from standard community policing to specialised tactical groups like the State Protection Group, formed in 1991. Despite its turbulent history and various name changes—from Police Service to the current Police Force—the agency remains the primary authority for maintaining order across the state, navigating the balance between community-based policing and the enforcement of law.
