How a deadlocked election forced the Mississippi Legislature to choose a governor in 2000
In short: In 1999, Mississippi voters failed to give any gubernatorial candidate a majority, triggering a rare constitutional mechanism. By law, the state legislature had to step in and decide the outcome. On January 4, 2000, they officially elected Ronnie Musgrove as the state's sixty-second governor, marking a unique moment in history.
Born in 1956 in Sardis, Mississippi, Ronnie Musgrove rose through the state's legal and political ranks before his unconventional path to the governorship. After serving in the Mississippi Senate from 1988 to 1996 and as lieutenant governor, he entered the 1999 gubernatorial race. Because no candidate secured the required majority of votes in the general election, the 1890 state constitution mandated that the legislature resolve the deadlock. This process culminated in his selection by the legislature at the start of the new millennium.
During his term, Musgrove focused heavily on educational and economic reform. In July 2001, he signed what was then the largest teacher pay increase in Mississippi history. He also championed the Mississippi Adequate Education Act, which aimed to provide equitable funding for school infrastructure, and pushed for a technology initiative to place computers in every public school classroom. His economic strategy, known as Advantage Mississippi, was instrumental in securing the Nissan automotive plant for Canton, Mississippi.
Beyond education and industry, Musgrove expanded healthcare access by promoting the Children’s Health Insurance Program, which provided coverage to 61,000 children. His tenure involved significant leadership roles in national organizations, including the Southern Regional Education Board and the National Governors’ Association. Despite these initiatives, his bid for a second term in 2003 was unsuccessful, as he lost the election to Republican Haley Barbour. Musgrove remains a notable figure in state politics, having served as the last Democrat to hold the governor's office as of 2026.
