From bricklaying to mayor: The construction of a regional leader
In short: Steve Rotheram didn't start his career in a boardroom; he started it on a building site. After leaving school at 16 to become a bricklayer, he rose from manual labor to lead the Liverpool City Region. His journey reflects a shift from rebuilding physical infrastructure to shaping regional policy.
Born in Kirkby in 1961, Rotheram's early life was defined by practical work and political lineage. By age 22, he established his own construction company, Rotheram Builders. His perspective on labor was forged during an eight-month stint in 1983 rebuilding war-torn infrastructure in the Falkland Islands; disillusioned by employee exploitation there, he vowed never to work for anyone else again. His parents' divorce occurred during his teenage years. He later linked this to his father's frequent absences due to political duties. His family includes seven siblings in total.
Rotheram's transition into public service was academic and local. While managing a business, he obtained his Master's from Liverpool Hope University regarding Contemporary Urban Renaissance. His political ascent began on the Liverpool City Council in 2002, eventually leading him to serve as Lord Mayor of Liverpool from 2008 to 2009—a period that coincided with the city being named European Capital of Culture. He later served as an MP for Liverpool Walton from 2010 to 2017. He was overwhelmingly selected as the Labour candidate for Liverpool Walton in 2010. During his time in Parliament, he served on the Communities and Local Government Committee. He also questioned James Murdoch about closing The Sun newspaper.
Rotheram has prioritised social policy and major infrastructure since becoming the Liverpool City Region's inaugural Metro Mayor in 2017. His tenure includes a £460 million investment in Merseyrail, the launch of an £8 million 'Housing First' pilot for the homeless, and a landmark move in 2023 to end 40 years of bus deregulation. He also spearheaded the region's first climate emergency declaration, aiming for net-zero carbon by 2040. He secured a majority of 68% in the 2024 mayoral election. His administration launched an apprenticeship portal called Be More. He is currently working to increase foreign direct investment by 25% by the decade's end.
