How a former physics student became a central figure in British parliamentary backbench politics.
In short: Bob Blackman, the long-serving Conservative MP for Harrow East, transitioned from a career in sales and management to a prominent role in Westminster. As the chair of the 1922 Committee and the Backbench Business Committee, he wields significant influence over the direction of his party and parliamentary procedure.
Born in 1956, Bob Blackman studied mathematics and physics at the University of Liverpool before entering the corporate world. His early career included sales roles at Burroughs Machines and management positions at BT. His political journey began at the local level in the London Borough of Brent, where he served as a councillor for over two decades, including a stint as council leader in the early 1990s. He eventually secured a seat in Parliament in 2010, representing Harrow East.
Blackman’s parliamentary career has been marked by both legislative success and significant controversy. In 2017, he successfully steered the Homelessness Reduction Bill through Parliament, a rare achievement for a Private Member's Bill. However, his tenure has also faced scrutiny, including a 2015 judgment by the Independent Parliamentary Standards Authority regarding 732 inaccurate mileage claims, which identified him as the highest-mileage MP at the time. He has also drawn criticism for his social media activity and his hosting of controversial figures at the House of Commons.
His foreign policy interests, particularly his role as chair of the Azerbaijan All-Party Parliamentary Group, have attracted intense debate. Reports have highlighted his receipt of trips funded by Azerbaijani entities and his subsequent advocacy for the regime in Parliament. Blackman has openly acknowledged receiving briefings from the Azerbaijani embassy, a practice that anti-corruption groups like Transparency International UK have flagged as concerning. Despite these controversies, he remains a powerful figure within the Conservative Party, recently becoming the only Tory MP to retain over 50% of the vote in his constituency during the 2024 general election.
