In short: For eighteen years, the city of Austin was carved into pieces, split across multiple congressional districts that stretched far beyond its borders. The creation of the 37th district in 2023 finally restored a single, Austin-centered seat, marking a significant shift in how the capital city is represented in Washington.

The 37th congressional district was established following the 2020 census, designed to consolidate the majority of Austin and its immediate suburbs under one representative. Before this change, the city had endured nearly two decades of being partitioned. From 2005 until 2023, Austin residents were divided among several districts, a configuration that forced representatives like Lloyd Doggett to serve areas that included both parts of the city and extensive rural or suburban territory outside of it.

This fragmentation was a departure from the city's historical representation. Between 1903 and 2005, the Austin area was covered solely by the 10th congressional district. Initially, this district encompassed all of Travis County along with surrounding areas, but as Austin experienced explosive population growth during the second half of the 20th century, the district's boundaries were forced to shrink. By the 1990s, the 10th district had contracted to cover only Austin and its innermost suburbs.

The creation of the 37th district as of 2023 represents a return to the model of an Austin-centered district. The new district is contained predominantly within Travis County, with a small portion extending into southern Williamson County. It includes communities such as Rollingwood, West Lake Hills, and parts of Pflugerville. Lloyd Doggett, who had previously represented the 25th district from 2005 to 2013 and the 35th district from 2013 to 2023, now serves as the representative for the 37th, finally reuniting the core of the Austin metropolitan area under a single congressional mandate.
