The end of an era for European football group stages
In short: The upcoming UEFA Euro 2028 qualifying tournament marks a structural revolution. For the last time, nations will compete in a traditional group stage format before a new, multi-tier system takes over. But beneath the format change lies a complex web of secondary routes and reserved spots for the tournament hosts.
The 2027 qualifying campaign will feature 54 eligible UEFA member associations, though Russia remains suspended following their 2022 invasion of Ukraine. The competition is designed to determine the 24 men's national teams for the final tournament. While the group stage is the final iteration of this format, future qualifiers—beginning with the 2030 FIFA World Cup—will adopt a two-tier structure modeled after the UEFA Champions League.
The tournament structure is intricately linked to the 2026–27 UEFA Nations League. Following the league phase in November 2026, teams will be divided into twelve groups of four or five. Twenty teams are slated to qualify directly: the twelve group winners and the eight best-ranked runners-up. A secondary route exists via the Nations League, which provides a safety net for teams that fail to secure direct qualification.
The four host nations—England, Scotland, Wales, and the Republic of Ireland—face a unique set of rules. To maximize their chances, they will be drawn into separate groups. Furthermore, two spots in the final tournament are specifically reserved for the two best-ranked hosts that fail to qualify directly as group winners or among the top runners-up. If these reserved slots are not utilized, the remaining places are reallocated to the play-offs in March 2028.
The play-off mechanics vary significantly based on host performance. If both reserved host slots are needed, eight teams will compete in two paths via single-leg semi-finals and finals. If no host slots are used, the play-offs will consist of four home-and-away ties involving eight teams, including four from the Nations League. This complexity ensures that even the lowest-ranked group winners and runners-up maintain a mathematical path to the finals.
