A new era for American soccer is coming with promotion and relegation
In short: The United Soccer League is preparing to launch USL Premier, a proposed Division 1 league set to debut in 2028. Unlike the current structure of Major League Soccer, this new tier aims to mirror international football by introducing a system where teams can move up or down based on performance.
The USL announced its intent to establish USL Premier in February 2025, following a significant legal victory. A ruling was issued by a federal court in America. Antitrust regulations were found not to be breached by the football league structure, permitting a fresh professional men's hierarchy to form. This proposed league would sit at the highest level of the U.S. system alongside Major League Soccer, effectively superseding the current USL Championship as the premier tier.
The structure of USL Premier marks a departure from traditional American sports models. Instead of using a college draft to populate rosters, teams will sign players through transfers and free agency, aligning with most association football leagues outside the United States. A defining feature will be promotion and relegation: at the end of each season, the worst-performing teams in USL Premier will be replaced by the best-performing clubs from the USL Championship.
To achieve Division 1 sanctioning from U.S. Soccer, the league must meet strict Professional League Standards. This includes a minimum of twelve teams (expanding to fourteen by the third season) spread across Eastern, Central, and Pacific time zones. Furthermore, at least three-quarters of the clubs must be located in metropolitan areas with populations over 1 million. Every team must possess a venue holding 15,000+ people and an ownership body worth US$70 million total, featuring one main shareholder with a minimum 35% portion. Membership requests have been submitted by five teams: Sporting Club Jacksonville, Pittsburgh Riverhounds SC, North Carolina FC, Louisville City FC, and Atlético Dallas. Because many current venues fall short of the capacity requirements, several teams—such as Detroit City FC and Sacramento Republic FC—have initiated stadium projects to meet the new standards.
