California's license plate history includes prison labor, vintage revivals, and a famous loophole.
In short: California has managed its vehicle registration since 1905, evolving from owner-provided plates to a standardized system manufactured by inmates. Along the way, the state navigated everything from the Steve Jobs loophole—which cost millions in unpaid tolls—to the popular revival of classic 1960s-style black and gold plates.
The California Department of Motor Vehicles has overseen license plate issuance since 1914, ending the era where residents provided their own displays. Since 1947, these plates have been produced by inmates at Folsom State Prison. While modern plates follow a standardized 6-by-12-inch size established in 1956, the state maintains a unique connection to its past. Under the year-of-manufacture program, owners of vintage vehicles can register their cars using authentic plates from the vehicle's model year, provided they are pre-1963.
The state's serial formats have also evolved to meet demand. From 1980 until 2026, California utilized a 1ABC123 format. As combinations were exhausted, the state transitioned in March 2026 to a mirrored 123ABC1 sequence. Certain letter combinations are excluded to avoid sensitive strings, and specific letters are restricted from certain positions. Beyond standard issues, the California Legacy License Plate program allows drivers to purchase replicas of 1960s-era plates, which became available after meeting a 7,500-order threshold.
Perhaps the most notorious chapter in California's automotive history was the absence of temporary license plates until 2019. Before this, new vehicles displayed only a paper report-of-sale in the windshield. This practice, dubbed the Steve Jobs loophole, allowed drivers to remain untraceable to automated toll systems and cameras. The state lost an estimated $15–19 million annually in toll revenue, and the lack of identification was even exploited by criminals. Following a fatal hit-and-run involving an unidentifiable vehicle, legislation was enacted in 2016 to mandate temporary paper plates starting in 2019, finally closing the gap.
