The Soviet Union's first national autonomous unit was a German republic
In short: Before it became a site of mass deportation, the Volga German ASSR was a unique experiment in Soviet nationality policy. It served as a primary example of korenizatsiia—the deliberate promotion of local languages and leadership—creating a distinct cultural space for nearly 1.8 million people on the Russian frontier.
Established following the October Revolution, the Volga German Autonomous Soviet Socialist Republic was formally declared on January 6, 1924 (though some records cite late 1923). It held a significant place in Soviet history as the first national autonomous unit created after the Donetsk–Krivoy Rog Soviet Republic. The republic was carved out of the area where a large German minority had settled compactly, with census data from 1897 recording nearly 1.8 million Germans in that region.
During the 1920s, the Soviet government pursued a policy known as korenizatsiia. This meant that within the Volga German ASSR, the German language was promoted in official documents and ethnic Germans were encouraged to hold management positions. By the time of the 1939 census, the population of Germans within the republic stood at 366,685. The territory was organized into 22 cantons, including areas like Baltsersky and Marxshtadtsky, with the capital city of Engels (formerly known as Pokrovsk).
The republic's existence was abruptly ended by the German invasion of the Soviet Union in 1941. On August 28, 1941, fearing they might act as collaborators, the Soviet government abolished the republic and deported the entire Volga German population to Kazakhstan, Altai, and Siberia. Many were interned in labor camps solely based on their heritage. While the government admitted guilt for these actions in a 1964 decree, the republic was never reestablished, partly because the existence of East Germany had made a separate socialist German state in Russia redundant.
