Why Arizona’s Phoenix area abandoned geographic boundaries to save its telephone number supply
In short: For decades, the Phoenix metropolitan area managed its rapid growth by carving itself into smaller geographic slices. But as the digital age demanded more numbers, this strategy hit a wall. In 2023, regulators took a radical step: they erased the lines between area codes 602, 480, and 623 entirely.
When the North American Numbering Plan launched in 1947, the entire state of Arizona was served by a single area code: 602. This sufficed for nearly half a century until the 1990s, when population surges and the proliferation of cell phones, pagers, and dial-up internet strained the system. By 1999, the Arizona Corporation Commission opted for a three-way geographic split, assigning 480 to the East Valley and 623 to the West Valley, while retaining 602 for much of Phoenix. This created one of the nation's largest toll-free local calling zones, but it was a temporary fix.
By the early 2020s, the geographic model faced a new crisis. Forecasts indicated that 480 and 602 would run out of numbers within the decade, while 623—which had hundreds of unassigned central office codes—remained largely untapped. Splitting the codes further was no longer a viable option, as no area code had been split in the United States since 2007. Instead, the industry recommended an overlay complex. In November 2021, the Commission approved the removal of all internal boundaries, effectively pooling the numbering resources of all three codes across the entire metropolitan area.
This transition, finalized in September 2023, mandated ten-digit dialing across the Valley. By allowing numbers from the underutilized 623 code to be assigned anywhere in the region, the plan created a massive pool of 23.4 million numbers for a population of four million. This shift is projected to sustain the area's growth for 26 years. While the public once resisted the complexity of overlays, they have since become the standard method for managing numbering exhaustion, prioritizing long-term efficiency over the traditional, rigid geography of telephone exchanges.
