In short: Before 1964, Canada’s military was a fragmented collection of separate services, each with its own chief. That year, a radical restructuring consolidated command into one position: the Chief of the Defence Staff. This role now serves as the primary military advisor to the government and oversees all national operations.

The creation of the Chief of the Defence Staff (CDS) marked a fundamental shift in Canadian military organization. Prior to this, the Royal Canadian Navy, the Canadian Army, and the Royal Canadian Air Force operated under distinct leadership. While a Chairman of the Chiefs of Staff Committee existed between 1951 and 1960 under General Charles Foulkes, and until 1964 under Air Chief Marshal Frank Robert Miller, this role lacked true command authority. It served only as a loose coordination mechanism rather than a unified head of the armed forces.

The transition was driven by a white paper introduced by National Defence Minister Paul Hellyer during the administration of Prime Minister Lester B. Pearson. Legislation passed in 1964 replaced the individual service chiefs with a single CDS, supported by an integrated headquarters. By February 1968, following the passage of Bill C-243, the three traditional branches were formally dissolved into a single entity: the Canadian Armed Forces. Although the original names for the maritime, land, and air commands were restored in 2011, the unified command structure under the CDS remains in place.

Today, the CDS is appointed by the Governor-in-Council on the advice of the Prime Minister. While the Canadian monarch, represented by the Governor General, serves as the formal commander-in-chief, the CDS operates within the framework of responsible government by advising Cabinet ministers directly. The role carries heavy responsibilities, including managing recruitment, implementing national defence strategies, and optimizing resource use. Beyond operational duties, the CDS oversees military recognition, serving as the Principal Commander of the Order of Military Merit and chairing the committee that recommends recipients for decorations of valour and bravery.
