The Coast Guard chief who commands both ships and strategy
In short: While other military service chiefs focus primarily on administration, the Commandant of the Coast Guard holds a unique dual mandate. They are the highest-ranking member of the service, possessing direct operational command over the entire organization while navigating a complex web of presidential and cabinet oversight.
The Commandant of the Coast Guard occupies a distinct structural position within the U.S. military hierarchy. Unlike the chiefs of the other five military branches, who serve in primarily administrative roles, the Commandant maintains operational command over the Coast Guard. This means they are directly responsible for the service's actions and execution of missions, rather than just its internal management.
The chain of command for the Coast Guard is also unique. In contrast to other branches governed by the Goldwater–Nichols Act, the Coast Guard answers to the Secretary of Homeland Security (though the Secretary of Defense takes over when the service operates within the Department of the Navy). This chain of command underwent major changes: it moved from the Secretary of the Treasury beginning in 1790, transitioned to the Secretary of Transportation between 1966 and 2003, and eventually reached the Department of Homeland Security in 2003.
Despite these differences, the Commandant holds significant status. Despite lacking official membership in the Joint Chiefs of Staff, the Commandant receives identical supplemental pay as those officials (amounting to $4,000 annually in 2009) and earns 'privilege of the floor' during presidential speeches. The office itself evolved from the 'captain-commandant' title of the Revenue Cutter Service, which was first officially held by Captain Worth G. Ross in 1908. The current 28th commandant, Admiral Kevin Lunday, took office on January 15, 2026.
