In short: When the first case arrived in Australia on January 25, 2020, few could have predicted a state of emergency that would reshape daily life for over a year. From mandatory masks to unprecedented housing tower lockdowns, Victoria became a global laboratory for extreme public health measures.

The Victorian response was characterized by rapid escalations and 'extreme measures.' Following the first confirmed case in January 2020, Premier Daniel Andrews warned of significant changes on March 10, including mandatory work-from-home orders and the recall of retired health professionals. A state of emergency was declared on March 16, setting the stage for a series of restrictions that included travel bans, hospital isolation protocols, and specific activity limitations.

The state utilized diverse containment strategies to manage community transmission. These ranged from localized lockdowns in 10 Melbourne postcodes in June 2020 to the 'Stage 4' disaster declaration on August 2, which imposed a 5 km radius restriction and a nightly curfew. Notably, the government also implemented a lockdown of nine public housing towers for 3,000 residents; however, the Victorian ombudsman later determined this specific action breached human rights laws.

The pandemic was marked by significant controversies regarding quarantine integrity. DNA sequencing linked several cases to breaches in hotel infection controls, leading to a Judicial Inquiry headed by retired judge Jennifer Coate. The inquiry examined the operation of programs for returning travelers and highlighted systemic failures. Furthermore, even high-level officials faced scrutiny; in May 2021, the general manager of infection control was stood down following reports that he breached protocols twice at a quarantine hotel.

Despite these challenges, Victoria achieved a milestone on November 27, 2020, recording its 28th consecutive day with zero new cases and deaths, effectively eliminating the virus epidemiologically. This success was followed by a brief period of calm that ended in early February 2021 when a cluster at a Holiday Inn quarantine hotel—allegedly linked to an aerosol-generating nebulizer—triggered a renewed five-day lockdown.
