In short: Following World War II, a massive demographic shift occurred as 13 to 16 million ethnic Germans were forcibly expelled or fled Central and Eastern Europe. This created a unique political force in West Germany, balancing a deep sense of lost heritage against the necessity of rebuilding a new national identity.

The Federation of Expellees (Bund der Vertriebenen) was established in West Germany in 1957 to represent the interests of these millions of displaced people. These individuals originated from diverse regions, including the former eastern territories of Germany, the Czech Republic, Slovakia, Slovenia, Hungary, Croatia, Serbia, and the Kaliningrad Oblast. The group maintains a complex structure of 21 regional associations based on ancestral origins and 16 state organizations based on current residency.

The organization’s history is marked by significant controversy regarding its relationship with the Nazi past. Research from 2012 verified that the Nazi regime had significant ties to eleven out of the Federation's initial thirteen council members. Furthermore, the 1950 Charter of the German Expellees has been criticized by historians for omitting any mention of Nazi atrocities or the Holocaust, focusing instead on the 'unending suffering' of the expulsions. Critics argue this creates a narrative that ignores the reasons for the displacement, while the Federation has faced accusations of harboring anti-Polish sentiment and far-right materials.

Politically, the Federation navigated a difficult path during German reunification. While previous governments offered rhetorical support for territorial claims, the 1990 Treaty on the Final Settlement required Germany to accept post-WWII frontiers. To achieve reunification, the West German government had to ensure that claims to historical eastern territories were renounced. Today, while the Federation remains a political force, the German constitution and treaty obligations have effectively closed the door on returning to ancestral homes, shifting the focus toward integration and the preservation of 'inheritable' refugee status.
