How a self-taught leader transformed Bahrain into a modern state over five decades
In short: Khalifa bin Salman Al Khalifa served as Bahrain's prime minister for nearly fifty years, overseeing the nation's transition from a rudimentary administration to a modern state. By centralizing control over finance and government bureaucracy, he became the kingdom's most powerful figure, shaping its economic landscape and navigating complex regional diplomacy.
Born in 1935 in Al Jasra, Khalifa bin Salman Al Khalifa rose to prominence as the second son of Shaykh Salman bin Hamad. Despite receiving no formal education, he was tutored in traditional skills and later took an English language course in Britain in 1957. His political ascent began in 1954 with a committee role, but his true influence solidified in 1960 when he became president of the Finance Directorate. This position allowed him to oversee the country's finances, effectively making him the most powerful member of the ruling family.
During the reign of his brother, Shaykh Isa bin Salman, who became ruler in 1961, Khalifa acted as the de facto leader of the country. He was responsible for building the government administration from the ground up, personally recruiting personnel and expanding public services. By 1971, the year of Bahrain's independence from Britain, his efforts had transformed the government into the nation's major employer, with over 50 percent of the labor force working in the public sector. He held numerous key posts, including leadership of the Supreme Oil Council and the Bahrain Monetary Board.
Khalifa also played a pivotal role in securing Bahrain's sovereignty during the British withdrawal from the Gulf in the late 1960s. Facing historic territorial claims from Iran, he engaged in intense diplomatic negotiations that eventually led to a United Nations-backed fact-finding mission. This mission confirmed that the people of Bahrain desired an independent Arab state. Throughout his long tenure, which lasted until his death in 2020, he remained a central, albeit sometimes controversial, figure in Bahraini politics, known for his hands-on management of the internal security apparatus and his focus on economic development.
