In short: Italy maintains one of the highest per capita police populations in the European Union. But behind this massive workforce lies a sophisticated hierarchy where national forces hold the heavy lifting of investigation and arrest, while local agencies manage the nuances of daily urban life.

Italy's law enforcement is a centralized, state-run system organized under the Ministry of the Interior. The structure is defined by a clear distinction between national and local powers. National forces, such as the Polizia di Stato (civil police) and the Carabinieri (a military gendarmerie), are considered 'full-powered' officers capable of conducting arrests and investigations. In contrast, local forces like the Polizia Locale handle municipal regulations, traffic, and local bylaws within restricted jurisdictions. The management of these forces is unique: while the State holds exclusive authority, the actual administration happens at the provincial level. The Questore, the local head of police, serves as the public safety authority, overseeing all agencies in a province—including the Carabinieri and the Guardia di Finanza—under the direction of the Prefetto, the government's provincial representative.

This ensures that while the police are national, their daily coordination is deeply rooted in regional administration. The system is further specialized by function. The Guardia di Finanza operates under the Ministry of Economy and Finance to tackle financial crimes, smuggling, and drug trafficking, while the Polizia Penitenziaria manages the prison system. For high-stakes organized crime, the Direzione Investigativa Antimafia (DIA) was founded in 1991 as a joint organization to prevent Mafia infiltration into the government. This multi-layered approach allows Italy to address everything from ancient municipal traditions, like the Roman-era 'vigili urbani,' to modern international cybercrime and counter-terrorism.

Special passports and licenses may only be granted by the Polizia di Stato.
