In short: In 1977, the FBI launched Operation Monopoly, a clandestine effort to tunnel beneath the new Soviet Embassy in Washington, D.C. The goal was to intercept sensitive communications, but the project was doomed from the start. A double agent had already handed the blueprints to the Soviets, rendering the entire endeavor useless.

Operation Monopoly was born from American paranoia regarding the Soviet Union's new embassy complex on Mount Alto, Washington, D.C. Intelligence officials feared the site's elevation would allow the Soviets to intercept sensitive radio communications from the White House and the Pentagon. To counter this, the FBI leased a nearby townhouse on Wisconsin Avenue to monitor construction and began digging a tunnel beneath the embassy site. The project was massive, requiring over a decade of labor and hundreds of millions of dollars in funding.

The operation was plagued by technical failures and poor planning. Builders struggled with flooding and lacked precise knowledge of the embassy's internal layout, making it difficult to target specific rooms for eavesdropping. Furthermore, the Soviets were hyper-vigilant. They X-rayed steel beams, inspected window frames, and drilled deep holes around the site to detect potential tunnels. Unbeknownst to the FBI, their efforts were entirely compromised by Robert Hanssen, an FBI agent and KGB mole who revealed the tunnel's existence to the Soviets in 1989.

By the time the embassy was fully occupied in 1994, the Soviets had already implemented countermeasures, such as creating secure rooms for sensitive discussions. The FBI remained oblivious to the betrayal for years, even conducting tours of the tunnel for government officials. When Hanssen was arrested in 2001, the truth finally emerged. The FBI's assistant director, John F. Lewis, later admitted the tunnel produced no intelligence of any kind. While some officials argued for keeping the tunnel operational, the entrance was eventually sealed to prevent a security breach, leaving the project as a costly, failed relic of Cold War espionage.
