How Shavkat Mirziyoyev transformed Uzbekistan from a closed state into a liberalizing regional power
In short: Since succeeding the long-serving Islam Karimov in 2016, Shavkat Mirziyoyev has steered Uzbekistan through a period of profound economic and political change. By dismantling old barriers to trade, courting foreign investment, and rewriting the constitution, he has reshaped the nation's trajectory while consolidating his own authority through strategic political maneuvering.
Shavkat Mirziyoyev’s rise to power followed a long career as a regional governor and prime minister under the repressive rule of Islam Karimov. After Karimov’s death in 2016, Mirziyoyev secured the presidency and immediately initiated a series of reforms aimed at economic liberalization. His administration allowed the national currency to float, removed significant trade barriers, and actively sought foreign investment to modernize the country’s economy. These efforts marked a sharp departure from the isolationist policies that defined the previous era.
Beyond economics, Mirziyoyev’s tenure has been characterized by a complex approach to governance. He has improved international relations, notably coordinating with Tajikistan on hydraulic projects, and has granted greater openness to the press. However, these liberalizing steps have occurred alongside the consolidation of power. By sidelining the old guard elite and replacing them with his own loyalists, Mirziyoyev has ensured that his policy agenda faces minimal resistance. While he has taken steps to address human rights, such as releasing political prisoners, progress in areas like ending forced labor in the cotton industry has been notably slow.
The most significant institutional shift occurred in 2023, when a constitutional referendum was passed. These reforms introduced new civil rights, such as habeas corpus, and protections for a free-market economy. Crucially, the new constitution extended presidential terms from five to seven years and reset Mirziyoyev’s term limit, allowing him to extend his stay in office. Following the promulgation of these changes, Mirziyoyev won a landslide victory in a July 2023 election. While these reforms have modernized the legal framework, they have also solidified his control, leaving little room for viable political opposition.
