Bosnia's national broadcaster faces total collapse as political gridlock drains its vital funding
In short: Radio and Television of Bosnia and Herzegovina, the nation's sole EBU member, is teetering on the edge of extinction. Crippled by a broken tax collection system and relentless political obstruction, the state broadcaster faces massive debts, unpaid salaries, and the looming threat of asset seizure by international partners.
The current crisis stems from a 2000 restructuring mandate that created a fragmented public broadcasting system. While the state-level BHRT is legally entitled to half of the national RTV tax, the entity-level broadcaster RTRS has systematically withheld these funds for years. By 2025, this unpaid debt exceeded 100 million KM. Because the central coordinating body, the System Board, has been rendered ineffective by years of political infighting, the tax rate has remained frozen at 2013 levels, causing a massive revenue shortfall.
This financial starvation has left BHRT in a state of permanent insolvency. The broadcaster owes over 21 million KM to the European Broadcasting Union and more than 50 million KM in back wages to its 700 employees. Despite court rulings confirming the illegality of withholding tax shares, political leaders have actively encouraged non-payment. When the 2025 state budget was passed in November, it explicitly excluded financial aid for the broadcaster, with officials arguing that state intervention would violate the existing legal framework.
Beyond the ledger, BHRT remains a target of intense political hostility. Nationalist parties have frequently labeled the institution a political tool, with some officials calling for its total abolition. Internal management has also faced scrutiny for non-transparent practices and susceptibility to political pressure. As the broadcaster approaches its 80th anniversary, its leadership warns that the lights are effectively out, leaving the future of Bosnia's primary public media voice in total darkness.
