In short: In the United States, the right to vote is often gated by a piece of plastic. While many assume registration is the final step, millions of eligible citizens face significant hurdles—from high costs to complex legalities—that prevent them from casting a ballot.

VoteRiders, a non-partisan non-profit founded in 2012, works to bridge the gap between eligibility and participation. A 2023 project involving a Maryland civic engagement hub revealed a major logistical hurdle: roughly 29 million US citizens of voting age lack valid, state-provided photo identification. By June 2024, follow-up data suggested that 21 million of these individuals specifically lacked a current driver's license.

The burden of these requirements is not distributed equally. Research indicates that young people, women, and people of color are disproportionately affected. For instance, up to 37 million voting-age women may hold proof-of-citizenship documents that do not match their legal names due to marriage or divorce. Additionally, transgender voters may face "mechanical challenges" when their identification does not align with their current gender identity. These obstacles can range from simple confusion over "exact match" laws to significant financial barriers, such as the costs of obtaining underlying documents like birth certificates.

To combat these issues, VoteRiders provides a multi-layered support system. They offer a toll-free helpline, a real-time chatbot, and "Voter ID Clinics" to help citizens acquire critical documents. In 2022, the organization reached over 7 million voters directly using a team of 9,000 volunteers. Their work is essential because, as founder Kathleen Unger notes, many eligible voters are so intimidated by the complicated legalities of ID laws that they may choose not to vote at all, even if they technically possess valid identification.
