From German colonial workshops to high-speed rail, a century of locomotive evolution
In short: Founded in 1900 during German occupation, CRRC Qingdao Sifang has evolved from a colonial repair shop into a global manufacturing powerhouse. Once assembling German parts in a small Shandong village, the company now produces high-speed trains and driverless metro cars for major international transit networks.
The origins of CRRC Qingdao Sifang trace back to the Shantung Railway Syfang General Repair Works, established in October 1900. Built under the Shantung Railway Company with an investment of 1,587,000 marks, the facility was designed as part of Kaiser Wilhelm II's vision for a 'model colony' in Tsingtao. By 1902, the plant was operational, importing locomotive parts from Germany for local assembly. By 1914, the site had assembled or repaired 1,148 locomotives, coaches, and wagons.
The facility's history is marked by intense geopolitical shifts. Following the Siege of Tsingtao during World War I, the workshop was damaged and later managed by the Japanese Army after the 1915 Twenty-One Demands. During the Japanese occupation, the workforce grew to over 1,500 employees as new facilities like sand casting and wheel factories were added. After 1949, the plant became Sifang Works, achieving a milestone in 1952 by producing China's first indigenous steam locomotive, the August 1st.
In the modern era, the company has transitioned into a high-tech manufacturer through strategic joint ventures. Collaborations with Bombardier Transportation and Kawasaki Heavy Industries have expanded its reach into high-speed and metro rail sectors. While these partnerships have faced challenges—including a 2013 patent infringement dispute with Kawasaki and public controversy in 2016 regarding material defects in C151A trains—the company remains a central player in global rail, producing everything from high-speed sleepers to automated, driverless metro trains.
