A security chief's loyalty to the state or the elected leader?
In short: David Zini's transition from a combat commander to the head of Israel's Shin Bet sparked a national debate. His own words—claiming a responsibility to be a 'locomotive' for the government's agenda—have ignited a fierce controversy over whether security leaders should serve the law or the people in power.
David Zini's career is defined by high-stakes military leadership. Joining the Sayeret Matkal's elite unit in 1992, he had previously attended the Keshet Yehuda Pre-Military Academy alongside various yeshivas. His trajectory included commanding the Golani Brigade's operational command post during the Second Lebanon War and leading the 51st Battalion during intense operations in Gaza from 2007 to 2008. In 2015, he became the first commander of the newly established Oz Brigade.
Zini's rise to the head of the Shin Bet in October 2025 followed a period of significant influence. He authored a classified 2023 document outlining extreme scenarios for Gaza fence infiltrations and was involved in initiatives to integrate Haredi soldiers into the IDF. His appointment by Prime Minister Benjamin Netanyahu came after the resignation of Ronen Bar, following a unanimous Cabinet vote on September 30, 2025.
The controversy peaked in July 2026 following the release of a recording from his alma mater. Zini stated his goal was to be a 'locomotive' for the elected leadership's agenda, regardless of personal opinion. This sparked a 'political storm'; critics, including former Shin Bet head Yoram Cohen, argued that loyalty must belong to the State and its laws, while National Security Minister Itamar Ben-Gvir defended the stance as a democratic fundamental. His tenure has also been marked by controversial decisions, such as allowing a far-right Kahanist party to run in the 2026 elections against previous Shin Bet policy.
