From refugee camp to regional leader: the rise of Kao Kim Hourn

In short: Born into a nation where education was outlawed and teachers were targeted, Kao Kim Hourn escaped the Khmer Rouge genocide as a child. Today, he serves as the Secretary-General of ASEAN, becoming the first Cambodian to lead the bloc since its inception.

Kao’s trajectory is defined by a radical shift from displacement to diplomacy. After his family fled Cambodia in 1981 and settled in Virginia, USA, Kao entered high school at age 16 with almost no prior education or English training. Despite these hurdles, he graduated with scholastic excellence in 1985 and went on to earn three advanced degrees: a B.A. in Asian studies from Baylor University, and master's degrees in political science and international affairs from Ohio University, followed by a Ph.D. from the University of Hawaii at Manoa.

Upon returning to Cambodia in 1993, Kao became a foundational architect of the nation's modern civil society and international standing. He played an integral role in Cambodia’s entry into ASEAN in 1999 and spent decades navigating the country's foreign policy. His work spanned from developing early counter-corruption projects like CPAT to negotiating the ASEAN Charter as a key representative on the High Level Task Force.

Beyond traditional diplomacy, Kao has focused on institutional building. He founded The University of Cambodia in 2003, aiming to create an American-style model for critical thinking. Furthermore, various media outlets such as SEATV alongside think tanks like the Asian Faiths Development Dialogue and Asia Economic Forum were created by him. His appointment as ASEAN Secretary-General in late 2022 marked a historic milestone, reflecting his long tenure as a bridge between Cambodia’s turbulent past and its integration into the regional order.
