The Rise and Fall of the ICC Prosecutor Who Challenged Global Superpowers
In short: Karim Ahmad Khan, the first ICC prosecutor elected by secret ballot, navigated a turbulent tenure marked by historic arrest warrants for world leaders. His career, which spanned international tribunals from Rwanda to the Balkans, ultimately collapsed under the weight of severe personal allegations, geopolitical sanctions, and intense diplomatic pressure.
Born in Edinburgh in 1970, Karim Ahmad Khan built a career as a specialist in international criminal and human rights law. Before his 2021 election as the third chief prosecutor of the International Criminal Court, he served in various roles at the ICTY and ICTR, and acted as lead counsel in high-profile cases involving figures like Charles Taylor and William Ruto. His appointment as ICC prosecutor, supported by the United Kingdom, saw him take office in June 2021 with a mandate to pursue accountability for war crimes globally.
Khan’s tenure was defined by aggressive legal actions against sitting heads of state. In 2023, he secured an arrest warrant for Vladimir Putin regarding the deportation of children during the Russo-Ukrainian War, a historic first for a permanent member of the UN Security Council. By May 2024, he sought warrants for Israeli and Hamas leaders, including Benjamin Netanyahu and Yoav Gallant. These moves triggered severe backlash, including US sanctions that barred him from entering the country and forced the ICC to migrate its digital infrastructure to open-source alternatives.
The prosecutor's downfall began with allegations of sexual misconduct, first reported by a whistleblower in October 2024. While Khan denied the claims, describing them as a smear campaign, the controversy intensified as Israel and various US officials questioned his impartiality. Following an investigation by the UN Office of Internal Oversight Services, which found evidence of non-consensual contact but lacked a criminal-standard conclusion, the ICC Assembly of States Parties moved to discipline him. In July 2026, Khan was ousted from his position after 82 of 125 member states voted for his dismissal.
