How the First Vice President of Azerbaijan consolidated power through a family-run foundation
In short: Mehriban Aliyeva is the First Vice President of Azerbaijan and wife to the country's authoritarian leader, Ilham Aliyev. Beyond her political office, she manages the Heydar Aliyev Foundation, a massive institution that wields significant influence over the nation's social, cultural, and educational infrastructure while burnishing the regime's international reputation.
Born in 1964 into one of Azerbaijan's most powerful families, Mehriban Aliyeva began her career as a physician before transitioning into politics. She married Ilham Aliyev in 1983, and in 2017, he appointed her as the nation's first-ever First Vice President. This role was established following a 2016 constitutional referendum that critics argued was designed to secure dynastic rule. Should her husband step down, Aliyeva is positioned to assume the presidency, a move facilitated by legal changes that also lowered the age requirement for the office to accommodate their son, Heydar Aliyev Jr.
Central to her influence is the Heydar Aliyev Foundation, which she has led since its inception in 2004. The organization functions as a parallel state entity, reportedly building more schools and hospitals than the relevant government ministries. While the foundation sponsors prestigious international projects—including renovations at the Louvre and Versailles—observers and human rights organizations suggest it serves as a vehicle for corruption and a tool to advance the state's position on the disputed territory of Nagorno-Karabakh. Freedom House has noted its role in managing the regime's global image.
Aliyeva’s political career has been marked by high-margin election victories, such as her 2015 parliamentary win with 96.7% of the vote. Despite her public image as a philanthropist and cultural ambassador, her tenure has coincided with significant human rights concerns, including the harassment of journalists and the detention of opposition activists. While she has championed amnesty acts that released over 30,000 prisoners between 2007 and 2016, she has remained silent on the plight of specific imprisoned journalists, maintaining that Azerbaijan is a land of political tolerance.
