How the New Azerbaijan Party has maintained its grip on power since 1993
In short: Founded in 1992 by Heydar Aliyev, the New Azerbaijan Party transformed from a political newcomer into the dominant force in the nation. Since securing the presidency in 1993, the party has maintained continuous control, shaping the country's secular and nationalist trajectory while navigating a complex landscape of regional and international influence.
The New Azerbaijan Party, or YAP, emerged on 21 November 1992. Its founder, Heydar Aliyev, brought experience from his previous tenure within the Communist Party of the Soviet Union, which he left in July 1991. By 3 October 1993, Aliyev had secured the presidency, and following a victory in the 1995 parliamentary elections, the party solidified its status as the ruling entity of Azerbaijan. This dominance has persisted for decades, with the party's rule frequently characterized by observers as authoritarian.
Ideologically, the party anchors itself in secularism, lawfulness, and a specific brand of nationalism referred to as Azerbaijanism. It promotes a social-oriented economic model, emphasizing civil solidarity and social justice as foundational pillars. These principles are intended to guide the party's broader mission of strengthening state independence and fostering a democratic, legal, and secular environment for citizens. The party operates across the entire territory of Azerbaijan, utilizing a territorial organizational structure where initial units are established by local meetings.
The party's leadership transitioned to Ilham Aliyev, who became chairman during the 3rd congress in 2005. Under his guidance, the party has consistently secured majorities in the National Assembly and presidential victories. For instance, in the 2015 parliamentary elections, the party claimed 70 out of 125 seats. The scale of the organization is significant; by the 6th congress in 2018, representatives gathered to represent a membership base exceeding 700,000 individuals. While the party maintains a formal structure allowing members to debate policy and participate in internal activities, its sustained electoral success remains a defining feature of the contemporary Azerbaijani political landscape.
Beyond domestic operations, the party engages with international political networks, maintaining membership in the International Conference of Asian Political Parties and holding observer status within the Centrist Democrat International. This dual focus on internal party discipline—governed by a general assembly that meets quarterly—and international alignment reflects the party's strategy for maintaining its long-standing influence within the state.
