Operation Flash: The Three-Day Offensive That Reshaped Croatia’s Strategic Landscape in 1995
In May 1995, the Croatian Army launched a lightning offensive to reclaim western Slavonia from the Republic of Serbian Krajina. The three-day operation secured vital transport links between Zagreb and the east, fundamentally altering the trajectory of the Croatian War of Independence through a decisive, rapid military victory.
Operation Flash, or Operacija Bljesak, began at 4:30 a.m. on 1 May 1995. The Croatian Army (HV) deployed 7,200 troops against approximately 3,500 soldiers of the Republic of Serbian Krajina (RSK), a self-declared proto-state. The primary objective was to capture the Okučani salient, a 558-square-kilometre area that sat astride the critical Zagreb–Belgrade motorway and railroad. By controlling this territory, the RSK had effectively severed essential transport links between Croatia's capital and its eastern Slavonia region, creating significant logistical and political challenges for the Croatian government.
The offensive was meticulously planned by the HV General Staff, utilizing forward command posts in Novska and Nova Gradiška to coordinate a multi-pronged advance. Despite initial delays in the Nova Gradiška sector, Croatian forces successfully encircled Okučani by the evening of 1 May. By 3 May, organized RSK resistance had formally ceased, and the HV had secured the region. The victory was strategic, though it came at a human cost. Croatia reported 42 military deaths, while RSK casualty figures remain a subject of dispute, with estimates ranging from 83 to 283 civilian and military deaths.
The aftermath of the operation triggered a significant demographic shift. Prior to the offensive, an estimated 14,000 Serbs lived in the region; by the end of June 1995, only about 1,500 remained. While the operation was a military success for Croatia, it drew international scrutiny. Yasushi Akashi, the UN Secretary-General’s representative, alleged massive human rights violations, though these claims were later challenged by Human Rights Watch. The operation remains a pivotal moment in the conflict, demonstrating the effectiveness of the reorganized Croatian military and its ability to consolidate control over contested territories during the final stages of the war.
